This page defines the process of how claims are added to the "ICF-Defined" section of the Claim Catalog.
How to Make a Request
Members of the ICF schemas WG collectively serve as the editors of the ICF schemas catalog. They follow this process:
- Any ICF member may request a new claim or set of claims be added to the Claim Catalog.
- Requester must send a CLAIM-REQUEST email as defined below.
- Following the receipt of the CLAIM-REQUEST email, there is a discussion period on the WG Schemas list
- Once the discussion reaches rough consensus, the requester must send a CLAIM-VOTE email as defined below
- By the end of at least one week and not more than one month, the new URI is approved if:
- At least three members of the WG vote +1 (approve) in a reply to the list.
- No members of the WG vote -1 (disapprove) in a reply to the list.
- If the new request receives the necessary votes then
- A VOTE-RESULT email must be sent (see below)
- The new Claim URI "row" in the Claim Catalog is marked "approved" along with the date approved and a link to the VOTE-RESULT email
CLAIM-REQUEST Email
An email with "CLAIM-REQUEST" in the subject line must be sent to the Schemas WG mailing list. The body of the email MUST describe these Claim Catalog Fields
- Claim-name - name of the claim, e.g. "age-18-or-over" (note that in the final claim URI, this will be followed by a claim date segment).
- Datatype - the XML schema datatype of the value, e.g. "date", "string", etc.
- Value Range - description of the range of possible values
- Description - description in English of the meaning of the claim (should not exceed 250 characters).
- Rationale - requirement(s) explaining why this claim URI should be added, and why no other claim URI currently in the catalog will meet these requirements.
The above information may be included in the body of the email. Schema WG members have the option of directly adding the request as a new row here and including a link to the new row. The first 4 fields above will be copied into the columns of a new row in the Claim Catalog. The 5th field will be copied as a note. Once approved the value in the "Status" column will be changed to "Approved"
CLAIM-VOTE email
To begin the voting period, a CLAIM-VOTE Email must be sent to the Schemas WG mailing list. It has the same fields as the CLAIM-REQUEST email. Plus this extra one:
- The email must clearly state whether this is a request that the claim be marked "Approved" or that it be marked "Provisional".
The provisional status is used for claims where the claim URI will not change, but its definition has not yet been made sufficiently precise. The expectation is that the definition will be made more precise (preferably by links to external web documents and standards) over time. When the requester feels that the definition has converged to acceptable semantic precision, a second CLAIM-VOTE email must be sent to request that its status be changed from "Provisional" to "Approved.
CLAIM-VOTE-RESULT email
At the end of the voting period, a CLAIM-VOTE-RESULT email must be sent either by the original requester, or, on the requester's behalf the current chair of this WG. The CLAIM-VOTE-RESULT email should summarize the number of +1, 0, and -1 votes.
Status of a Claim
For ICF-defined claims there are three possible statuses:
- Requested
- the claim defined in this row has been requested (via a CLAIM-REQUEST email), voting (via a CLAIM-VOTE) email may also have been initiated, but not concluded
- Approved
- the claim has been approved
- Provisional
- the claim's description is, in the Schema WG's opinion, in need of further refinement, precision or specificity. This is preferably achieved by links to authoritative documents.
